Civil service commission delays approval of early fire promotions exams pending administration clarification

The Lorain Civil Service Commission on motion held in abeyance a request to administer promotional exams for assistant fire chief, fire captain and fire lieutenant earlier than scheduled, after commissioners said they needed confirmation from the administration that no candidates would be unfairly disqualified.

Safety Service Director Carrion asked the commission to approve early administration of promotional assessments because the assistant fire chief is retiring Dec. 31, 2025; the early schedule would allow newly promoted officers time for training before taking on their roles. The administration had circulated an email in support, according to the meeting record, but commissioners sought additional details on candidate eligibility and potential disqualifications.

Commissioners raised procedural and fairness questions, and one commissioner specifically asked how many people would be disqualified by an earlier testing date. The record shows tentative dates: a written test tentatively scheduled for Aug. 7, 2025, with an alternate date of Aug. 20, 2025. Because commissioners did not have confirmation from the law or administration offices about who would be eligible under the earlier schedule, they voted to hold the item until the next meeting.

A motion to hold the item in abeyance passed on a voice vote. The commission requested that an administration representative attend the next meeting or supply a written clarification about eligibility and whether the early testing would disqualify any current candidates from the promotion lists.

The commission’s action preserves the timeline for training candidates if administration later clears the early schedule, while ensuring compliance with civil service eligibility rules if the earlier dates would create exclusions.
