Lorain civil service reschedules sergeant exam, extends application period after eligibility concern

The Lorain Civil Service Commission on May 13 agreed to extend the application period and reschedule the police sergeant promotional examination after department representatives said the previously scheduled date would exclude a small number of otherwise eligible candidates by a matter of days.
Staff and department leaders told the commission the written exam originally scheduled for June 25 would have excluded roughly four candidates — described in the meeting as about 25% of a small candidate pool — because those candidates were a few days short of the five-year eligibility requirement. The commission voted to move the written test to June 26, 2025, and to hold the assessment exercise on the weekend of July 12–13, 2025, to allow the affected candidates to meet the eligibility window.
Lieutenant Galinis and other department representatives alerted the administration that the original exam date would exclude candidates; the law department, the acting police chief, and Fraternal Order of Police president Isaiah Taylor were involved in discussions leading to the request to reschedule. Commission staff said the civil service rules allow some scheduling flexibility and that the written portion is followed by an assessment phase for the top-scoring candidates.
A public commenter who identified themselves as a candidate said they felt it was unfair if some candidates were permitted to take the exam after the date was moved when earlier candidates had been excluded for being days short of the eligibility window. The commenter said they had been prevented from taking a previous sergeant’s test by being 16–18 days short of the requirement; the commenter asked the commission to consider fairness across cycles. The commission and staff discussed the tradeoffs between strict cutoff dates and providing limited flexibility in scheduling.
The motion to reschedule the written exam to June 26 and to hold the assessment on July 12–13 passed on a voice vote. The commission also voted to waive the 72-hour rule to add the rescheduling item to the agenda at the meeting.
