The Planning Commission approved a final development plan (FDP03-2025) and a conditional-use permit (CUP02-2025) allowing construction of an Achieve Credit Union branch with a drive-through at 4207 Levitt Road.
John Lucas, agent for Achieve Credit Union, said the project has been under discussion for years and the applicant and city have worked through plan details. Planning and zoning administrator Emily (Evelyse) Atkinson submitted comments that building plans will be reviewed later and that the applicant should update elevations and review related variance approvals (including driveway spacing and front-yard parking variances previously considered). City engineering staff reported they had “significant discussions” with the applicant about sanitary and water-line locations and said they had no objections to moving forward.
Commissioners voted to approve the final plan and then granted the conditional-use permit for the drive-through. Commissioner Andrew Patterson abstained from both votes as recorded in the transcript. Planning staff recorded the Atkinson memo into the record.
Next steps: the applicant must submit building plans, obtain required permits, and comply with conditions identified by city departments before construction may begin.
