Planning updates: city to add process for creating historic districts; childcare application withdrawn

City planning staff told the Citizens Advisory Committee on Sept. 3 that a development code amendment to add a formal procedure and criteria for creating historic districts will be considered at a planning commission public hearing next week.
Nick (assistant planner) and other staff reported that current code allows designation or removal of individual historic properties but lacks a procedure for creating an historic district. Palmer said the code amendment specifies the “how” for creating a historic district and is a precursor to the proposed Hungry Hill Historic District work.
Separately, staff reported that a conditional‑use application for a childcare facility (a development application referenced on the active projects page) was withdrawn at the applicant's request to allow time to resolve outstanding county requirements; staff said the applicant will reapply when county approvals are in place.
Staff also noted smaller, active land‑use case files (parking lot modifications, a materials handling facility, a vehicle storage/maintenance item and a lot line adjustment) and reiterated that active cases and larger projects are posted on the city's planning pages and active projects list for public review. Staff asked CAC members to refer residents to the active projects pages and to share flyers and QR codes at events.
