The board approved a memorandum of understanding (MOU) Aug. 5 authorizing temporary use of nonpublic agencies (NPAs) to provide IEP case management in situations where substitute teachers assigned to special-education classrooms lack the credentials required to carry out Individualized Education Program (IEP) duties. Staff explained the NPA role is limited to IEP case management—writing and facilitating IEP meetings and managing related paperwork—and is not a substitute for classroom instruction. The MOU was presented as a compliance measure to ensure IEP requirements are met at the start of the school year if hiring gaps persist. Board members moved and seconded the MOU; the motion passed by voice vote. Staff said NPAs will be used only as needed and the arrangement is intended to be temporary until credentialed hires fill vacancies.
