The City Commission on Aug. 21 adopted ordinance 25‑19 on second reading, approving a conditional sign permit for the Orlando Health emergency facility at 15719 U.S. Highway 441, after the hospital’s representatives confirmed they would reference the facility as located in Eustis on the approved signs.
City staff noted the proposal had been discussed at the Aug. 7 meeting. At that time commissioners and residents asked whether the facility would brand itself as Eustis rather than another municipality. On Aug. 21 Orlando Health counsel and a company representative told the commission the monument sign plan in the packet includes the wording "Eustis," and that the organization "fully intend[s] to use Eustis as the location reference for this emergency room, not Mount Dora or another municipality." Rebecca Wilson of Orlando Health stated, "The monument sign does show it; it states Eustis. That is part of what you are approving tonight."
Commissioners clarified they were not attempting to police marketing or broader marketing materials and that the city would retain sign‑permit review authority through the normal permit process. City staff said they would note the representation in the minutes and verify the sign permit when the applicant submits the final sign details.
A roll‑call vote approved the ordinance unanimously: Commissioner Emily Lee — Aye; Commissioner Azbate — Aye; Vice Mayor Ashcraft — Aye; Commissioner Holland — Aye; Mayor Hawkins — Aye. No further public comment was received on the ordinance.
