Council approves transmittal of annual capital improvements element to regional and state reviewers

The council authorized the mayor to sign a transmittal resolution to forward the city’s annual capital improvements element and the fiscal-year 2024 impact-fee report to the Atlanta Regional Commission and the Georgia Department of Community Affairs for review.

Planning staff Scott told the council the packet includes the FY2024 annual report for the impact-fee program and a schedule of improvements for 2025–2029. Scott said the financial information was prepared by the finance department, has been approved in the audit, and that the regional and state review typically takes 30 to 45 days and may prompt revisions.

Scott said maintaining the capital improvements element is important to preserve the city’s Qualified Local Government status, which is necessary when pursuing block grants, Georgia Infrastructure Financing Authority (GIFA) loans and other state or federal funding. “That is very important as far as our qualified local government status,” Scott said.

A motion authorizing the mayor to sign the transmittal resolution carried 5-0. Staff said they expect to return to the council in September or October to present any revisions resulting from the regional and state reviews and then seek final adoption of the capital improvements element.

Councilmembers asked whether completed projects remain on the schedule; staff said completed projects are shown with final amounts and will be removed after reporting once completed. The action sends the report and schedule to reviewers; final adoption may follow after any required revisions.
