Village adopts Ohio 'blue envelope' program; officers trained to recognize special-needs notice

Council members announced that Orange Village has received 50 blue envelopes from the Cuyahoga County Board of Developmental Disabilities to help residents with communication or processing differences during police stops.
A council member who brought the program to the police department said Chief Roberts and Officer Sherwood reviewed the program and trained officers to recognize and respond to the envelope. The envelope is intended to be carried by a vehicle occupant who may need extra time or accommodations when interacting with officers. It contains a copy of driver’s license, vehicle registration, insurance card and any relevant medical information, along with notes describing the person’s communication needs.
Officials said the program cost the village nothing and that envelopes are available at the village office. They encouraged residents who would benefit from the envelope to pick one up; officers were told the envelope signals the need to slow communication and consider accommodations. The county board provided the envelopes.
