Council members raised complaints about renewed paid parking enforcement at Pinecrest, and Chief Roberts told the council that the village does not enforce private parking there.
Roberts said Pinecrest instituted pay-on-street parking when it opened in 2018, paused enforcement during the pandemic and has recently resumed enforcement using kiosks and a mobile app such as ParkMobile. He said the property’s owners have responsibility for monitoring and enforcement, and that Pinecrest had asked the valet or their private staff to issue notices and warnings; the property has also moved to civil citations for repeat offenders, Roberts said.
When asked about legality, the chief said the law director would be better able to answer legal questions about private civil citations; he noted the property owner has broad authority on private property to restrict parking and enforce rules. Several council members said residents had complained about the change and asked staff to track any formal complaints so council could consider follow-up if needed.
No enforcement action or ordinance change was proposed at the meeting.
