Atascadero staff: EIR and draft general plan chapters to drop this fall; zoning code update and short‑term rental rules coming

City planning staff told the Atascadero Planning Commission Aug. 5 that the environmental impact report (EIR) for the city’s general plan update and draft general plan chapters are expected to be released in September or October, and that a comprehensive zoning code update and new mixed‑use standards will follow.

"We have been working feverishly on our EIR for our general plan update. That should drop in September, October, and we'll also be releasing our draft general plan chapters at that point in time," said a Community Development staff member during the meeting. The staff member said workshops and additional planning commission hearings will be scheduled so the public can review proposed changes.

Staff said the comprehensive zoning code update will run concurrently with the general plan process and will address detailed land‑use rules that affect everyday choices, such as accessory uses and neighborhood standards. The staff member described the zoning work as focusing on a new mixed‑use zoning district identified in the general plan that could shape redevelopment along El Camino and Mora Road. Staff also said the commission would soon see a draft short‑term rental ordinance based on council guidance and strategic planning feedback.

Commissioners asked clarifying questions about outreach and timing; staff responded that workshops and hearings would be publicized and scheduled as chapters and draft codes are released. No formal actions or votes were associated with the report; staff framed the announcements as planning and outreach steps to be followed in coming months.

The commission adjourned after staff updates and set the next regular meeting date for Aug. 19, 2025.
