Superintendent Dr. Libby told trustees federal allocations that had been held by the federal administration were released about two weeks before the meeting, allowing the district to plan summer and upcoming programs. "We got noticed that our federal funding allocations were released... We have $1,170,000 that are involved in these federal funds," Libby said, summarizing the federal grants and how the district uses each.
He detailed components on the record: a Title II allocation of about $557,000 for teacher and administrator effectiveness and professional development; Title III near $53,000 for English-language instruction (materials and conference attendance); and a Title IV allocation around $339,000 for well-rounded education, healthy schools and technology (with at least 20% for CTE supplies and 20% for safe/healthy schools). Libby also cited Title IV-B funding (21st Century Community Learning Centers) at about $225,000 for after-school and summer academic-enrichment and intervention programs supporting several schools (Junior High, Desert View, East Side, Walnut and North Park).
District leaders said the Title II funds support professional development, summer academies, curriculum specialists and partial pay for teacher induction programs. Title IV funds support counselors, graduation coaches and K–12 curriculum materials, and a portion is used for CTE. The superintendent emphasized that these are existing federal funding streams for which the district awaited release; he described the allocation release as "a big deal" because the money supports after-school remediation, enrichment and summer offerings.
Trustees and staff said they will incorporate the grants into program plans and school improvement activities. The superintendent said administrators will report back with program specifics as spending plans are finalized and noted that some program-level reporting (for example, school improvement plan inclusion) will be required of building leaders.
