Public works reports progress on Kelly Place stormwater and upcoming street overlay; bus pads to be finished by October

Public works staff updated the committee on ongoing construction and maintenance projects and forthcoming traffic and parking adjustments.

Staff said the Kelly Place stormwater project is ramping up; crews are working on a sanitary‑sewer relocation and early excavation is underway. Topsoil at the nearby Healy Park is being stockpiled for reuse where possible, while excavated fill that cannot be reused will be hauled off‑site, the presenter said.

The committee was told that crews milled Bridal Street and that paving is tentatively scheduled for the following Monday, with work paced around school bus schedules after rain had delayed the original timeline.

Staff also described forthcoming sign and parking updates. The police department asked for an extension of a no‑parking zone near an intersection on Winona Drive/Anthony to match historical restrictions, and staff will draft ordinance language to formalize the signage. Another request from the police was being prepared to address an intersection geometry/stop control concern in a neighborhood.

On transit infrastructure, staff said planned bus‑pad concrete work is proceeding; crew aims to complete all pads that are not dependent on separate sidewalk capital work by October. The committee was told a limited number of pads remain and that those requiring sidewalk installation will await capital funding.

Committee members asked schedule and reuse questions; staff noted that the milling and paving sequences were pushed by heavy August rain and that contractors prioritized larger projects before the city’s smaller resurfacing contract. The presenter thanked in‑house staff and named contacts (Peyton and Dylan) for coordination with the school.
