Council approves $1.79 million contract, cost-share for sanitary sewer from 90 Second to 90 Ninth Street

The Common Council on Oct. 27 approved a sanitary sewer cost-share agreement with Cobalt 92 LLC and RJ 92 LLC and awarded a $1,788,910 construction contract to Globe Contractors for the 90 Second Street to 90 Ninth Street sewer project.
The cost-share agreement allocates an estimated $1,515,000 to the city and $273,000 to the developers, according to Katz, a city staff member. "The city share is 1,515,000 and Cobalt and 92 LLC and RJ 92 LLC would pay the remainder, which is 273,000," Katz said at the meeting.
The agreement and contract are intended to extend the city sanitary sewer system along the corridor and to serve existing and potential future development. Katz said some sections of pipe and work primarily benefit the developers and therefore are listed as their responsibility; other portions benefit the city. He described the map included with the agreement and noted that some additional horizontal segments were added to the current layout compared with earlier plans.
Council discussion emphasized urgency after recent storms. Katz told the council a bid arrived just before the most recent storm and that the city needs the line "in consistent with how we always wanted to get the line in irrespective of whatever development comes." He said construction would "probably start within the next month or so," and later added he expected the work to be finished by Christmas if the contract proceeds promptly. The council voted unanimously to approve the cost-share agreement and the Globe Contractors contract.
Katz also referenced a 2020 basin study by the city engineering consultant that found capacity for the sewer alignment; council members agreed to include that study in the record. Katz explained that a nearby parcel (referred to as the Elizabethan property, adjacent to Gold Spring) and several remaining properties on 90 Ninth Street currently lack sanitary service; he estimated the number of properties without sanitary service in the city is "less than 20" but did not provide an exact count.
The motion to approve the cost-share agreement and the contract passed unanimously; the meeting adjourned at 5:13 p.m.
Ending: The council did not attach additional conditions to the awards during the special meeting; staff indicated they will proceed with contract signing and construction scheduling after final approvals and signatures.
