Kayla (staff) explained the membership is free and would allow Gloucester’s utilities to request or provide equipment, personnel or supplies during emergencies or supply-chain disruptions. The county would nominate authorized contacts (for example, the utilities manager and the county administrator) who could execute agreements for assistance when events occur. Staff cited a recent example in which Newport News provided chemical supplies during a local shortage.
Why it matters: WAVERN membership formalizes a mutual-aid channel that can speed responses to equipment failures, chemical supply shortages and other utility-specific incidents; it broadens the county’s access to regional resources without an up-front cost.
