The Nelson County Board of Supervisors voted to adopt an ordinance withdrawing 196.34 acres of land from the Greenfield Agricultural and Forestal District.
Dylan Fisher, planning staff, told the board the application from landowners Jim and Jones requested removal of six partial parcels totaling 196.34 acres. "The benefits include eligibility for land-use taxation, protection from eminent domain and municipal annexation, and protection from frivolous nuisance complaints," Fisher said, describing incentives the state-established AFD program provides to landowners who agree not to convert property to more intensive uses.
Fisher said the county has five Agricultural and Forestal Districts, one in each election district. The AFD advisory committee reviewed the application on April 25 and recommended approval to the planning commission. The planning commission held a public hearing on June 25 and also recommended approval to the board. Fisher told the board there were no public comments at the planning commission hearing.
After the board chairman opened the public hearing at the meeting and heard no public speakers, a supervisor moved to adopt Ordinance O2025-07, "Amendment to the Code of Nelson County, Virginia, Chapter 9, Agricultural and Forestal Districts: withdrawal from the Greenfield Agricultural and Forestal District," as presented. The motion was seconded and the board conducted a roll call vote. Dr. Williams voted yes; Mr. Paul voted yes; Mr. Roberts voted yes; Mr. Reed voted yes. The motion carried and the ordinance was adopted.
The meeting record shows the board subsequently considered other business and approved a motion to continue the meeting to Aug. 19 at 3 p.m.
No public comments were recorded during the board's public hearing on the AFD withdrawal at the continuation meeting.
