Lawrence council approves naming Rail Trail for state Rep. Frank Moran with restriction on future namings

The Lawrence City Council voted Aug. 19 to name the Lawrence Rail Trail for state Rep. Frank Moran and to limit future namings in his honor to that single city feature. The motion, approved after roll-call, dedicates the rail-trail to “Representative Frank Moran” and includes a condition adopted at the meeting that the city will not rename other parks, schools or public facilities for Moran in the future. Councilors debated whether it is appropriate to name public assets after living, serving officials and whether the council should limit repeat namings for a single person. Councilor LaPlante, who moved the amendment to limit the naming to one city item, said the policy is meant to “remember that individual, to showcase that individual for all the good work” while guarding against a trend of multiple namings. Councilor LeBlanc said he supported honoring Moran but raised concerns about restricting future councils’ discretion. Opponents and supporters exchanged views on precedent and trust in later generations of elected officials. Councilor Del Rosario said restricting future namings could prevent other community groups from recognizing contributions in places that may later be considered more appropriate. Council Vice President Infante and Councilor Marmol spoke in support of honoring Moran while acknowledging the unusual nature of naming a public facility for someone still in office. Council members voted after clerical clarification about parliamentary procedure for motions and amendments. The clerk confirmed the amendment had been accepted and the final motion then passed by roll call; the council president announced the motion carried. The naming will be incorporated into the city’s records; the council did not vote on any ordinance to codify naming criteria. Councilors discussed the need for a formal city policy on naming and said they plan to consider guidelines in future ordinance work.
