WFRC outlines funding programs and technical assistance for cities ahead of application cycle

WFRC staff briefed Transcom on regional funding programs and technical-assistance offerings available to local governments ahead of the next application cycle. Wayne Bennion, who presented the item, said the programs fall into three groups: capital improvement programs, planning assistance, and other federal grants.
Bennion summarized capital programs that WFRC administers including the Surface Transportation Program (STP), Congestion Mitigation and Air Quality (CMAQ) program, Carbon Reduction Program (CRP) and the Transportation Alternatives Program (TAP). He noted similar programs are administered by UDOT for areas outside the WFRC—s metropolitan planning area, and that Morgan and Tooele counties may apply to UDOT-administered programs where appropriate.
On planning assistance, Bennion described the Transportation and Land Use Connection (TLC) program (a WFRC partnership with Salt Lake County, UDOT and UTA) and a station-area plan technical assistance program to help cities meet the requirements of House Bill 462. He said applications will open after WFRC solicits letters of intent in early September, with full applications due in early December and recommendations in spring.
Bennion also summarized Community Development Block Grant (CDBG) and Community Impact Board (CIB) resources WFRC helps administer for certain counties and said the Wasatch Front Economic Development District (WFEDD) can assist local entities with Economic Development Administration grants. He provided staff contact information and said a funding packet will be released in early September.
