Transcom voted to recommend that the Wasatch Front Regional Council approve seven amendments to the 2025—2030 Transportation Improvement Program (TIP), including a scope and year change for a UTA project, a new UDOT coordinated adaptive ramp metering project, safety barrier replacements on Bangerter Highway, and four Transportation Alternatives Program (TAP) projects in Taylorsville, Murray, West Jordan and Riverton.
Ben Withrich, WFRC program staff, told Transcom that UTA—s TechLink (Orange/Red line) project originally requested $2,000,000 for design but not environmental work; estimates were previously $3,800,000. "Since that time ... the cost will be around $6,000,000," Withrich said, and UTA had secured $4,000,000 from the Transit Transportation Investment Fund (TTF). He said the requested WFRC $2,000,000 would be moved into environmental and project design and brought forward to federal fiscal year 2026 so the funds would match the TTF award.
On the new UDOT project, Withrich described a coordinated adaptive metering (CAM) system for freeways. He explained the CAM system "is enhanced significantly...the CAM's superpower or ability is to communicate with itself across the whole system," using multiple detection sensors to adjust ramp-meter timing corridor-wide to improve freeway flow while minimizing negative effects on adjacent local roads. That CAM effort was funded in part by a Federal Highway Congestion Relief Grant award (around $39 million) with a required 20% match.
Other amendments included a $1.5 million project to replace precast barriers with cast-in-place barriers on Bangerter Highway (railroad overpass to South Jordan Canal) and four TAP projects: missing sidewalks on 3200 West in Taylorsville (estimated cost ~$133,000 with ~$80,000 TAP funds), a pedestrian crossing improvement near Murray across the UTA tracks (estimated ~$116,000 with ~$70,000 TAP funds), missing sidewalk on 7000 South in West Jordan (estimated ~$340,000 with ~$204,000 TAP funds), and nine ADA ramps and sidewalks in Riverton (estimated ~$243,000 with ~$146,000 TAP funds).
Transcom member Jeff Subsler moved to recommend the board modifications; the motion passed on a voice vote. The committee forwarded the amendment package to the regional council for final approval.
