Commissioners hear RoadAI presentation, table sole-source purchase and reject seal-coating bids

Jim Wells County commissioners heard a presentation on Aug. 11 about a pavement-assessment product called RoadAI from Vaisala and took several follow-up procurement actions.
Glenn Hutchinson, an enterprise sales executive with Vaisala, told the court the company’s RoadAI system uses a smartphone mounted in a vehicle to record video that is uploaded and processed by computer-vision algorithms to produce a pavement-condition index, distresses maps, sign inventories and pothole lists. “You simply mount the smartphone next to your rear view mirror … anyone with a valid driver’s license can collect data,” Hutchinson said.
Hutchinson said the platform can assess the county’s full network — he cited roughly 573 centerline miles — and produce exports in GeoJSON, shapefile, PDF and Excel formats. He noted the data could be used for FEMA grant applications to demonstrate pre-storm road conditions, saying a Florida county lost FEMA funding after Hurricane Michael because it lacked a pavement assessment.
Commissioners and road supervisors pressed Hutchinson on operations and procurement. Hutchinson said counties can collect data themselves with county staff and off-the-shelf phones, and that processing takes about two to three hours after upload. When a commissioner raised concerns about public procurement rules, Hutchinson said Vaisala can provide a sole-source letter because the company owns the underlying AI and algorithms. “Everything is developed by us,” he said.
Commissioner discussion focused on whether to accept a sole-source procurement or go to competitive bidding. The court agreed to delay action so the vendor could provide a sole-source letter for the auditor and procurement staff to review. Commissioner George Aguilar moved to table the item so county staff could examine the proposed sole-source justification; the motion carried.
The commissioners addressed additional road-related procurement during the same meeting. The court opened two sealed bids for contractor seal coating and rejected both: LCR Total Transport LLC bid a total of $2,213,300 with a unit price of $3.95 per square yard, and Clark Construction of Texas bid $366,120 at $6.78 per square yard. A motion to reject both bids carried.
Separately, the court opened a bid for a used 2014 Deere 770 GP motor grader and approved a $105,000 bid from Game Equipment Services of Midland, Texas. The motion to accept the grader bid passed.
On traffic enforcement matters tied to local roads, the court approved a request from Commissioner George Aguilar to set 20 mph speed limits on several neighborhood roads in Precinct 1, noting state law generally sets a 30 mph minimum unless a commissioners court approves a lower limit for neighborhood roads. The motion to adopt the local 20 mph limits carried.
Why it matters: commissioners said they want objective data to prioritize scarce road funds and to support grant applications and public explanations about why some roads are scheduled before others. The court deferred authorization of RoadAI pending procurement review but moved forward with equipment purchases and rejected the seal-coating bids.
What’s next: county staff will review the vendor’s sole-source documentation and return the RoadAI procurement item at a later court meeting; meanwhile the motor grader purchase and speed-limit changes are approved and the seal-coating bids must be rebid or reissued if the county still needs the work.
