Trustees discuss bimonthly billing; board must amend terms and conditions before change

Staff reported they consulted the Public Utilities Commission and were told that, because the district’s terms and conditions list only monthly or quarterly billing, the terms must be changed to permit bimonthly billing. Staff said the process will require updating the terms and conditions and the fee schedule; the last update to terms and conditions occurred in 2021.
Staff explained calendar effects: if approved in the near term, the first bimonthly bill would likely be in March and cover January and February usage, because December bills reflect November usage and the district must close out the current billing year.
No vote or public hearing was required at this stage; trustees instructed staff to continue drafting amendments and to bring revised language to a future meeting.
