Caribou reports $3.288 million in Senate appropriations language and recent sewer repairs; FEMA generator update pending

District wastewater staff reported that Senator Collins’ office included $3,288,000 in a 2026 appropriations bill for the district’s wastewater needs; staff described committee approval as an important step but noted the amount must still be reconciled with the House and signed by the president before funds are secured.
Staff thanked several organizations and individuals for letters of support submitted with the application, including Penny from the City of Caribou, Mark Draper of Aroostook Waste Solutions, Jason Perrin at ACAP, Troy Haney of the Caribou Development Committee, State Representative Tim Jurep (District 4) and Laurel Kiefer of Kiefer Real Estate.
On local operations, staff reported the district assisted the city with slip-lining a deteriorated sewer lateral at the airport. Penny used grant funds to cover material costs and some district labor; staff said the repair reduced infiltration and inflow (I&I) from that line. Staff also said another historic source of I&I from the old railroad farm was sealed off last fall.
On emergency preparedness, staff said they have not received recent correspondence from FEMA on a generator application; the last contacts were about a month apart and staff said they are about five weeks since the last update.
Trustees did not take further action on these items at the meeting; the wastewater funding item is contingent on federal appropriations and subsequent administrative steps.
