Council awards housing needs assessment to Matrix Design Group for $42,900; project slightly over budget

The Caribou City Council voted Aug. 25 to award the city’s Maine DECD Housing Opportunity Grant-funded housing needs assessment and housing action plan to Matrix Design Group for $42,900.
City staff said four bids were received and a review panel—including city council members, a planning-board member and staff—met Aug. 15 to evaluate proposals. The panel rated Matrix Design Group the highest; the consultant had proposed optional in-person public meetings for an additional $3,000. The panel recommended Matrix and the council approved the award by roll call vote.
The project’s original budget was $40,000. Staff told the council that the $3,000 overage for in-person meetings could be appropriated in the next fiscal year because the project will not be complete until the following year.
The contract directs Matrix to conduct the housing needs assessment and produce a housing action plan; staff will notify the consultant and begin the kickoff steps.
