Christina Van Rapphorst, presenting for business services, said Policy 3.100 was revised to clarify that budget advisory committees may not include a board majority because doing so would constitute a quorum and require an agenda. The update also references the local-control funding formula (LCFF) and notes how the district might be affected if funding status were to change.
Van Rapphorst said Policy 3.400 has been revised to reflect recent law (listed in the presentation as SB 1439) concerning conflict-of-interest rules for those who make contracting decisions on behalf of the district; the revision clarifies reporting requirements and strengthens internal controls to reduce fraud risk. A separate update, Policy 3530, addresses insurance decision criteria, timelines for reporting risk-management activities to the board, and the provision of safety training and protective equipment for staff.
No formal action was taken; staff told the board the policies would come back on the consent agenda for approval at the next meeting.
