Board hears student-services policy changes tied to CDE guidance and state law

The board reviewed proposed updates to student-services policies intended to reflect new state law and recent guidance from the California Department of Education and the U.S. Department of Education.
Doreen, a student services staff member who presented the changes, said the revisions include BP 5116.2 on involuntary student transfers, updated to align with current CDE guidance; changes to interdistrict attendance policy to allow collaboration agreements with other local educational agencies to offer courses when programs are disrupted; and revisions to the district’s bullying and harassment policy to reflect federal guidance and CSBA recommendations.
Board members asked whether the district had already seen instances that required the updated interdistrict attendance provisions. A board member asked, “Have there been any instances like that for us?” Doreen replied, “Not yet.”
Why it matters: the interdistrict attendance change would allow the district to enter into instructional collaboration agreements when teacher shortages or course cancellations affect STEM or dual-language immersion offerings. The bullying policy update requires a clear statement that district policies prohibiting discrimination and harassment apply to governing-board and superintendent actions in creating district procedures, the presenter said.
No votes were taken on the student-services policy package Tuesday; staff said the items would be returned on the consent agenda for approval at a future meeting.
