Council adopts $2.1 million DOAP grant agreement to fund Pretzel City Area Transit

Freeport — The City Council unanimously approved a resolution authorizing execution of a Downstate Operating Assistance Program (DOAP) grant agreement, accepting $2,100,000 for Pretzel City Area Transit operating assistance for fiscal year 2026.
Director Duckman and staff told the council the grant is necessary for the Pretzel City service’s continued operation and that the funds must be used for public transportation operating deficits under Illinois Department of Transportation 5311/DOAP program rules. Duckman said the annual grant application and required council approvals are part of the state grant process and that the city has received the award in prior years.
Several aldermen asked whether the grant benefits other city departments; staff and the manager confirmed the DOAP funds fund Pretzel City Transit only. Alderman Stacy requested a clearer memo; staff acknowledged they would make the purpose explicit in future materials. Alderman Sanders sought prioritization details; staff reiterated the grant is restricted and funds transit operating deficits and that the city applies annually.
The resolution passed 8-0. Staff will submit invoices and proof of airport-related or transit-related expenditures as required by IDOT to receive reimbursement under the agreement.
