Federal Title II, III and IV funds released; Revere says grants will largely cover planned programs

At the Aug. 19 Revere School Committee meeting, Dr. Kelly, the superintendent, reported that the federal government released funding for Title II, Title III and Title IV grants for FY26 after a period of uncertainty. The district had been planning roughly $900,000 in professional development and salary expenses that it expected to cover with those grants.

Why it matters: The grants fund instruction, English-learner supports and well-rounded education programs; the release allows the district to proceed with planned staff and program expenditures for the coming school year.

Dr. Kelly said Title II funds for FY26 total a little more than $309,000 and will support high-quality instruction and professional development, including parts of the salaries of two curriculum directors and one math coach and MTSS (multi-tiered system of supports) professional development. Title III funding, aimed at English learner students, totals $378,568; those funds will support EL paraprofessionals, one-on-one tutoring, staff professional development and extended-day/extended-year programs for EL students. Title IV funds, described by Dr. Kelly as "a little bit over $259,000," will support well-rounded education programs including continued funding for a health teacher hired previously, development of fine arts curriculum and payment for AP exams so students are not charged.

Dr. Kelly told the committee the FY26 totals are slightly lower than FY25 but "not in a way that's going to make a significantly negative impact on our ability to implement" planned activities. Committee members asked clarifying questions about the Title IV uses and the district confirmed a health teacher position will be paid again from Title IV in FY26.
