The City Council held a public hearing and approved the first reading of an ordinance to rezone a 0.79-acre portion of 15705 University from C-4 (Office Park Commercial) to C-1A (Neighborhood Commercial) to accommodate retail and restaurant uses. Melissa, planning staff, said the request would expand the C-1A area of a larger parcel that was partially rezoned in 2020 and noted the current comprehensive plan designates the site as single-family residential; staff nevertheless recommended approval because the request is compatible with adjacent zoning along University Avenue. Mark Christian, a nearby homeowner at 1400 Southeast Rosewood Court, told the council he was concerned about the location of a proposed trash-enclosure that would back up to his property and early-morning trash-collection noise. He asked whether the enclosure could be relocated nearer the retention pond and away from residences. “Very early in the morning, probably 5, 06:00 in the morning, we can hear the trash trucks,” Christian said. Melissa responded that the plan presented was conceptual and that the city will require a full landscape buffer along the northeast and west sides of the property at the site-plan stage; she also said trash-enclosure locations are typically addressed during site layout and that staff will keep neighbors informed as the site-plan review proceeds. The council approved the first reading by roll call; no written correspondence for or against the rezoning had been received by the clerk’s office.
