City planning staff presented a public hearing and the first reading of an ordinance to rezone a 51.68-acre parcel known as the Giles Property from C-1 and C-4 commercial districts to K-RR (Kettlestone Retail Regional). Melissa, city planning staff, said the property sits south of Southeast University Avenue and east of Grand Prairie Parkway inside the Kettlestone Corridor. The concept plan shown to council illustrated 10 commercial lots and an extension of the Southeast Glacier Trail from the south out to Grand Prairie Parkway. Staff recommended holding the hearing and recommended approval of the first consideration; no correspondence for or against the request had been received by the city clerk. No members of the public spoke on the item and the council approved the first reading by roll call. The K-RR designation will permit typical commercial retail and office uses planned for the Kettlestone corridor; subsequent site-plan review and permitting will determine lot layout, access and infrastructure improvements.
