Parowan City Council on Aug. 28 directed city staff to issue the 90‑day notice that would trigger an end to the current automatic renewal of the fixed‑base operator (FBO) agreement with Parowan Aviation Nation LLC, enabling the city to consider responses to a recent request for proposals.
City staff explained the current FBO agreement included a five‑year initial term with two automatic five‑year renewals and an off‑ramp that either party can trigger by giving 90 days’ notice before the renewal date. The first auto‑renewal would take effect in January; issuing the 90‑day notice preserves the city’s ability to reopen the procurement process and either negotiate new terms with the incumbent or select another firm.
The city reported it received three qualifying RFPs, including one from the incumbent Parowan Aviation Nation and two from other firms. Parowan’s city attorney advised the council that, for personal‑service contracts and to avoid an extended lock‑in, “my recommendation to them was to take the off ramp” and re‑evaluate service terms and procurement options.
Council members who supported the motion said the step ensures competition and allows the council to renegotiate or select a new provider if appropriate; the motion carried after a vote.
If the council had not taken the off‑ramp, the contract would have automatically renewed; the 90‑day notice must be sent so the city can complete an evaluation and any necessary negotiations before the renewal date.
