The Green Bay Area Public School District Board of Education on Aug. 25 approved revisions to employee handbook language but removed one proposed change on internal applicants for separate consideration. The board voted to approve the handbook language as presented after amending the motion to remove “change No. 5,” which pertained to guaranteed interviews for internal applicants. The amendment to remove that item was put forward by board member Andrew (last name not specified in the transcript) and carried. The final approval of the remaining handbook revisions carried with six votes in favor and one no vote (Minow). Why it matters: The handbook governs employment procedures used across a district that employs roughly 1,750 educators and affects hiring, leaves and the process supervisors and staff must follow. Board member Jeanette read the motion to approve the revisions. During discussion, Andrew said the proposed change to guarantee interviews for the most senior internal applicant did not go far enough and described a preferred amendment that would ensure the most senior qualified internal candidate receives an interview. He said, “I think it doesn't go far enough to at least say that the most senior internal applicant gets an interview.” Andrew later withdrew that specific amendment and moved instead to have change No. 5 removed from the package so it could be reviewed further with district leadership and employee groups. That motion to remove change No. 5 was seconded and carried. Superintendent Vicki Bayer confirmed two items had already been removed earlier in the process (personal leave language and weather-related closings) and that the remaining nonpaid personal-leave language reflected previous handbook committee recommendations. Board discussion also included concerns about uniform application across the district. One board member said a principal “shouldn't have the determination or this much leeway” and urged uniformity; another said distribution of leadership opportunities to lead parts of meetings mattered and recommended refining the policy rather than removing all opportunities for members to lead. The final vote on the base motion to approve the remaining handbook revisions produced the following recorded individual votes: Becker, yes; McCoy, yes; Lyerly, yes; Gerlach, yes; Minow, no; Knoell, yes; Meister, yes. The board will bring the removed item (change No. 5) back for further review and consultation with district groups, including GBEA leadership, before taking additional action.
