City engineer reports on road, well and stormwater projects; artificial wetland exemption planned

Engineering staff provided a multi-project update at the Sept. 8 meeting, summarizing work under way on local road restorations, subdivision grading, a water main tied to Well No. 5, and stormwater pond work.
Staff reported contractors are restoring utilities along Country View Road related to Avalon Ridge and that an "at-risk" mass grading permit for Kettle Creek North was issued Aug. 20 with a pre-construction meeting held. Punch-list work is underway for Arden Glenn phase 8. Engineers said a water-main connection critical to the city's Well No. 5 has been approved and construction should begin later in September.
For stormwater, staff said some illicit-discharge detection inspections were slowed by dense vegetation and will resume in September and early October. AECOM is preparing an artificial wetland exemption request for a proposed Cohebe pond retrofit; staff plan to submit the exemption through the Department of Natural Resources' e-permitting portal in early September to allow work to proceed.
A pre-construction meeting connected to an SSM Health-related item was held Sept. 4 and construction is expected to start once permitting is complete. Staff invited questions and said they will continue to monitor inspection schedules and permit filings.
