The Newberg School District board approved a cooperative contract award on Aug. 12, 2025, for fresh dairy products to Spring Valley Dairy for the 2025–26 school year, with options to extend for up to four additional years.
District staff said the procurement was a cooperative effort across 12 districts to secure fresh dairy supplies for school meal programs. Spring Valley Dairy was the only respondent to the request for proposals and received a score of 90 out of a possible 100 in the evaluation process.
The board approved the award under its local contract review board authority because projected annual contract payments exceed the district’s $100,000 threshold for board approval. Staff said the projected cost for the 2025–26 year is about 10% higher than last year’s participation‑based costs, reflecting market increases and participation estimates.
Why this matters: The contract secures a primary vendor for milk and fresh dairy products used in school meals. It determines vendor relationships that affect school food operations and budgeting for the nutrition department.
What’s next: Staff will finalize the contract with Spring Valley Dairy and implement product delivery schedules for the coming school year.
