Council accepts MGT classification and compensation study for non-represented staff

The Verona City Council voted on Monday to accept a classification and compensation study of non-represented personnel conducted by MGT and to insert the recommended pay plan into the city budget process.
Rachel Skaggs, director of human capital at MGT, presented the study and described a job-factor analysis for all positions and a market survey of 17 comparable communities. "The proposed compensation plan...makes you competitive at the fiftieth percentile," Skaggs said, explaining pay grades, step increments and implementation guidance.
The plan creates 14 pay grades, places incumbents on steps with 2.5% increments between steps, and recommends bringing any employee paid below the new minimum to the grade minimum immediately. Skaggs also recommended a one-time longevity-based movement for employees who have accumulated service and are below the step appropriate for their tenure.
Personnel committee members and council discussed alternatives and fiscal impacts. Staff said implementing the recommended pay plan would cost roughly $20,000 more than a flat 3% cost-of-living adjustment. Councilmembers thanked staff and the personnel committee for the work and noted the recommendation would be included in the city budget for final approval.
The council approved the study by voice vote. Councilmembers noted the recommendation could be altered during the budget process and that the study provides tools for annual administration and future minor adjustments without a full re-study.
