Wickliffe council adopts ordinance confirming Dino Capra as building commissioner and administers oath

WICKLIFFE, Ohio — The Wickliffe City Council on Wednesday, Aug. 6, 2025, suspended council rules and adopted Ordinance 2025-38 to confirm Dino Capra as the city’s building commissioner, then administered the required oath of office.

Councilman Gerhardstein moved to suspend the rules and place Ordinance 2025-38 on third and final reading; Councilman Thielman seconded the motion and the roll call was recorded by the meeting clerk. The council subsequently voted to adopt the ordinance; the roll call recorded affirmative votes and the ordinance was approved.

The ordinance as read on the record confirms Capra’s appointment as building commissioner of the City of Wickliffe, authorizes compensation and declares an emergency to allow immediate effect. Because the building commissioner is a civil-service position, Capra was sworn in at the meeting. An official (Levine) administered the oath; Capra repeated language pledging to support the constitutions and statutes of the United States and the State of Ohio and to faithfully discharge the duties of building commissioner and law enforcement officer of the city.

According to remarks in the meeting, Capra began with the building department part time in April 2015 and later moved to fulltime service; the transcript does not specify the exact date his full-time employment began or the precise title he held before this appointment. No complaints were recorded on the public record during the swearing-in.
