Council approves interlocal with BISD to operate Spring Creek school water system at cost

Council unanimously approved an interlocal agreement Aug. 19 between the City of Borger and the Borger Independent School District for city operation of the Spring Creek Water Supply System, a small public water system serving the school.
City Manager Garrett Spradlin said Texas rules classify any system serving more than a threshold number of people as a public water system, which requires operation by a licensed operator and compliance with Texas Commission on Environmental Quality (TCEQ) regulations. Spring Creek’s single well and chlorinator require routine bacteria testing and basic operator oversight.
Spradlin said the city will administer daily checks and required testing, will charge BISD only for direct out-of-pocket expenses (for example, chlorine or parts) and will not assess routine staff time unless it generates overtime or unusual expendables. The school board previously approved the arrangement; the interlocal formalizes the city’s role.
"We're not going to charge them anything to do it except the actual cost associated," Spradlin said. He characterized the work as minimal in scope because it involves a single well and chlorinator and said it will likely be handled by existing utility field staff.
The council voted to approve the interlocal agreement without amendment.
