Council selects consultant to evaluate electric service safety, reliability options; contract negotiations to follow

The City of Borger City Council selected the firm identified in the request for proposals to provide electric-service safety and reliability consulting services and directed staff to negotiate a contract for return to the council for approval. The selection does not itself bind the city to any procurement or service changes; it authorizes staff to seek a contract consistent with the RFP.
Mister Spradlin, staff member, briefed the council on the process. The city and several regional partners posted an RFP to evaluate safety and reliability improvements and explore alternatives, which could include negotiating with the incumbent provider, evaluating acquisition or municipalization of assets, arranging financing and developing transition plans. Only one firm submitted a response; staff recommended selecting that firm to proceed to the contract-negotiation phase. Spradlin said, “What we are doing today is only selecting whether or not this firm meets the requirements of the RFP. The meat and potatoes on whether or not we want to go forward will be held in the contract that will come back to the council in a future meeting.”
Action taken: the council authorized staff to negotiate an agreement with the selected firm (identified in the RFP response) and return the negotiated contract to council for approval. Staff said the future contract would specify scope, financing commitments and any services the city would purchase.
No contract was executed at this meeting; the city will present the negotiated terms for council review before any binding commitments or expenditures are made.
