Council OKs grant housekeeping for Hubert Park playground, authorizes $150,803.99 skate-park replacement

The City Council on Aug. 19 approved an interlocal agreement formalizing the Panhandle Regional Planning Commission’s administration of an already-awarded grant for the Hubert Park playground project and authorized the purchase of replacement skate-park equipment.
Staff told the council PRPC administered construction oversight for the $400,000 playground project, which included a roughly $200,000 grant portion; the interlocal document codifies that administrative role after a personnel change at PRPC delayed formalization. The council approved the interlocal by resolution.
Council members then authorized the purchase of replacement skate-park equipment from American Ramp Company for $150,803.99, using the Sourcewell cooperative purchasing contract No. 11242-ARC. Park staff and the city manager said the vendor’s proposal is an all-metal structure with a coated riding surface, a 20-year manufacturer warranty and a fastener-free design to reduce maintenance and loose-screw issues that affected the prior wooden ramps.
"It is an all-metal surface with a coated riding surface... it will be a much better product than what is there and should get us by for years," the city manager said.
Staff said funding is available within the current parks capital-equipment line without increasing the budget total, and they noted work on other park improvements across the city including new playgrounds, poured-in-place safety surfaces, and pool renovations.
Council members asked about graffiti and maintenance; staff said the coated metal surface should be easier to clean than wood and that the city is exploring additional security-camera options and portable camera trailers to discourage vandalism. The council approved the PRPC interlocal and the purchase unanimously.
