Mister Spradlin, staff member, explained that Phillips donated the golf course to the city and the nonprofit has operated it under a lease; the revised term is designed to avoid returning to council every five years because the lease contains a 60‑day cancellation provision. “I didn't really see the need of coming back every 5 years if you can cancel it with 60 days notice at any time during the term,” Spradlin said. The council approved the lease.
The city retains some capital support responsibilities and provides equipment-leasing arrangements; Phillips Country Club Inc. is required to manage course operations and reinvest in the facility. Spradlin said municipalities that operate golf courses directly typically show larger operating losses than the support provided under the current lease model.
