Commissioners press for faster ditch maintenance, equipment upgrades after recent flooding

County commissioners and public works staff discussed localized flooding and maintenance steps at the Sept. 6 meeting, emphasizing clogged ditches, private‑property limitations, and the need for additional equipment and staffing.

Commissioner Steven thanked interim public works lead Clinton Wells and his crew for emergency responses on the east side of the county and raised recurring problems from residents placing debris in ditches, which can block pipes and worsen flooding. "If you got water in the ditch and it won't move, it's the county responsibility. You got water on your property and it's not reaching the county ditch, it's your property," he said, describing the legal and practical limits of county intervention on private land.

Public works reported targeted fixes: replacing undersized pipes, cleaning curb inlets, and pursuing easements to address outfalls (Kings Road and other locations). Staff said some repairs require additional materials and rights‑of‑way, and that hiring and training qualified operators remains a challenge. A commissioner urged expediting purchase or repair of a motor grader with side‑arms and other equipment; the department has added an excavator and dump truck and is forming a ditch crew to perform more routine maintenance.
