Council lays over zoning map amendments for three recently annexed Beloit properties

The Beloit City Council opened public hearings on three separate zoning map amendments for properties recently annexed into the city and voted to lay each item over for future consideration.
Staff described the background for each parcel. The property at 2016 Bradley Street was annexed April 21, 2025; staff proposed assigning a permanent zoning classification of R‑1B (single‑family residential) consistent with the comprehensive plan and neighboring zoning. The Planning Commission recommended approval 5–0.
The property at 2111 East Ridge Road was annexed July 7, 2025; staff proposed R‑1A (single‑family residential) consistent with the established neighborhood designation and the Planning Commission recommended approval 5–0.
The 511 Public Avenue item reviewed a prior Planned Unit Development (PUD) approval from Oct. 21, 2019 that had lapsed because a PUD final plan was never submitted within the two‑year approval window; staff recommended rezoning to Central Business District Core (CBD‑1) to match the comprehensive plan’s downtown mixed‑use designation. The Planning Commission recommended approval 5–0.
At each public hearing no members of the public spoke. Councilors moved to "lay over" (postpone) each ordinance for further processing: the motion to lay over 2016 Bradley Street was made by Terrell and seconded by Dade; the motion to lay over 2111 East Ridge Road was made by Blake and seconded by Dentsch; and the motion to lay over 511 Public Avenue was made by Adama and seconded by Blakely. Each motion carried on a voice vote.
Staff said the layover preserves further review and allows time for any additional materials or conditions to be prepared before formal adoption.
