The Elyria Planning Commission on Aug. 12 approved a final plat for Harvest Meadows Subdivision Phase 4 and a sanitary easement for the same development, with a required extension of a utility easement to an adjoining property line.
Mister Schoening, planning staff, said the application requests a total of 44 lots on about 18.51 acres and summarized city-department comments recommending approval with the condition that the utility easement along Cedarwood Trail be extended to the far west property line adjacent to the United Polish Club parcel (parcel number 1000007101017).
City Engineer Mister Schneider told the commission the easement extension is “good housekeeping” to ensure connectivity if the neighboring property develops and recommended the extension be completed now. Schneider also reported for the sanitary-easement item that the sewer had been installed to city standards and connects to Riverfield Reserve, and that he had no objection to the sanitary-easement approval.
Assistant Chief Gull of the Fire Prevention Bureau said the fire department had no objection to the plat approval. Ismael Jalic, representing K. Hovnanian Homes, said the company “have no issue with extending the easement,” and that the surveyor will revise the plat when available.
The commission approved the final plat (motion moved by Mister Tedrow, seconded by Mister Battle) and later approved the sanitary easement (motion moved by Mister Battle, seconded as recorded). Both items were approved by voice vote and the chair declared the motions carried.
Discussion versus decision: staff and engineering recommended approval with one explicit condition (extension of the utility easement). The decisions recorded were formal approvals; the sanitary-easement item included staff confirmation that the sewer installation already meets city standards. No additional studies or outside-agency approvals were requested in the hearing.
Planning staff will receive a revised plat from the applicant reflecting the easement extension before final recording, per the condition set by the commission.
