TEA conservators highlight progress, recommend governance and financial priorities for Socorro ISD

A Texas Education Agency conservator briefed the Socorro ISD board on Aug. 20, updating progress across seven oversight criteria and recommending continued work in governance, finance and systems-building. The conservator said the district has made measurable progress on board‑and‑superintendent relations and loss‑of‑credit remediation but identified ongoing priorities for financial stability and operational systems.

The conservator, who presented a slide deck to trustees, said the board had completed Lone Star governance training and should consider an additional two‑day Lone Star Governance (LSG) session; the conservator noted TEA is releasing a Lone Star Governance 2 and suggested the district could be an early participant. The conservator recommended the district finalize a superintendent hire to meet exit criteria and adopt “best practice” procedures that can be sustained beyond personnel changes.

Financial issues raised included the district’s health‑benefits fund, where staff reported an $11.1 million deficit and plans to transfer roughly $12 million from the general fund after year‑end to address the shortfall. The conservator urged continued work on deferred maintenance planning and a long‑range facilities master plan. He also praised community engagement and recommended sustaining parent advisory and task force approaches used during budget and finance reviews.

Board members asked about timelines; the conservator emphasized system codification and recommended that the board adopt key procedures at the board level only where appropriate and otherwise leave administrative procedures to staff. No formal action was taken; the conservator’s report was presented for information and to guide next steps toward exiting conservatorship.
