Socorro ISD unveils loss-of-credit manual to prevent graduates lacking state‑required coursework

District staff told the Socorro ISD board Aug. 20 that the district has developed a loss-of-credit (LOC) procedural manual and supporting tools intended to prevent students from graduating without required state credits, a problem TEA auditors identified in 2019.
Callie McBain and attendance staff explained that the 2019 audit found more than 275 students had graduated without meeting state credit requirements, prompting the appointment of TEA conservators and a series of reforms. As part of the response, each comprehensive high school now has an LOC specialist, and the district created an LOC application that pre-fills content and automatically calculates time owed based on attendance and scheduling.
The district also standardized forms (LOC notification letters, academic hour logs, absence excuse forms, attendance review committee decision forms) and made resources available via a SharePoint site. Staff said they instituted regular student record reviews at the start of the 2024–25 school year and will provide feedback to principals and assistant superintendents. The manual includes an acknowledgment page for staff and will serve as a training framework.
Administrators said the manual will be placed on a future consent agenda for board approval; they noted adoption is required to meet TEA conservator exit criteria. Staff said reviews to date found mainly clerical errors rather than intentional circumvention of requirements. The manual is intended to be a living document updated for changes in law and district procedure.
