The Planning Committee approved requests to submit four applications for Ohio Public Works Commission funding through the State Capital Improvement Program (SCIP) and the Local Transportation Improvement Program (LTIP). City staff said the package includes $7.6 million in grant requests and a $1.5 million loan request that carries a 0% interest rate for 30 years.
The applications cover several streets and utility projects; the committee approved a suspension of the rules and issued a favorable report so staff can meet the application deadline.
"The city of Akron has utilized our public works commission, state capital improvement program, and local transportation improvement program since 1989," said Mister Ashley, a city staff presenter. He told the committee that to date the city has received approximately $161,000,000 through SCIP and $56,000,000 through LTIP. For the current round, Ashley said the city is proposing four applications totaling $9,100,000 — consisting of $7,600,000 in grants and $1,500,000 in loan funds. He listed projects as the concrete pavement rehabilitation program, Windling Drive, South Main Street phase 3 and one public-utilities application for water-main replacement (2026).
Ashley said funding announcements are anticipated in March 2026 and that construction cannot begin until July 2026. He also confirmed that the $1.5 million loan is for the South Main Street phase 3 project, with terms of 0% interest for 30 years. Committee members moved to approve the submission and to suspend the rules with a favorable report to meet the application deadline; the motion was approved by voice vote.
Ashley told the committee that all projects will return to council for approval of construction budgets if funding is awarded.
