Elyria to partner with township, seek OPWC funds for Murray Ridge resurfacing

Engineer Snyder said the project already has more than $1 million in NOACA funds for construction but that amount does not cover all construction and engineering-construction-administration costs. The city will be the prime applicant and Elyria Township will partner; Snyder said if all grants and shares come through as planned, "essentially, the project would cost us a dime," meaning the local share burden would be minimal.
Snyder told the committee the OPWC funding follows a schedule in which awarded contracts are typically effective after July 1 of the following year; the city may advertise sooner but cannot award until funds are available. Snyder also said the project had been done in prior partnerships with nearby jurisdictions.
The committee approved the cooperation agreement by voice vote, with Councilwoman Davis moving and Councilman Oswald seconding. The committee noted an emergency clause would be required for some timing-sensitive steps; Snyder confirmed that the legislation as proposed would be introduced as an emergency where appropriate.
Decision/direction: committee authorized the mayor to enter the agreement and directed staff to proceed with the OPWC application and related scheduling. The project will proceed through normal procurement if OPWC funding is awarded.
