Elyria committee approves bidding for $10.8 million aeration-tank upgrade required by wet-weather consent decree

The Utility Safety and Environment Committee approved a measure Wednesday to advertise for bids and enter a contract for the activated sludge aeration-tank improvement project at the wastewater pollution control (WWPC) plant, a project required by the city's wet-weather consent decree.
Engineer Snyder told the committee the work — largely piping and process equipment — will increase the WWPC plant’s capacity from 32 million gallons per day (MGD) to 40 MGD, a change Snyder said is required by the consent decree. He estimated the project cost at $10,800,000 and said the city plans to apply for an Ohio EPA loan to fund the work.
Snyder said the city has a project type approval (PTI) application at the Ohio EPA and that the PTI process gives the city time to move forward with design and bidding. "We are currently the product is at the EPA for a PTI right now, so we have time," Snyder said. The city is not currently budgeting the full construction cost and expects to add the project to the capital plan if the loan options proceed.
After the presentation, Councilman Armstrong moved to authorize advertising for bids and entering a contract for the project; Councilman Stewart seconded. The committee approved the measure by voice vote.
Discussion-only items included project scope, funding strategy and regulatory approvals. Decision/direction: committee authorized staff to advertise for bids and pursue Ohio EPA loan financing; formal contract award will return to council following bid evaluation and loan agreement.
