The Finance and Community Development joint session on Sept. 8 approved an ordinance amending the city’s 2025 permanent appropriations to reallocate funds across several departments. Key changes include $26,500 added to the Street Repair department’s operating and maintenance line in the 2.016 half‑percent income tax fund to cover the city’s street management project; $65,007.60 moved from Capital Outlay into debt service in the Municipal Motor Vehicle Tax Fund to cover initial State Infrastructure Bank loan payments for the Cleveland Street East Bridge Project and East Broad Street Improvement Project; $40,000 added to Human Resources operating and maintenance (to support education, training and DEI programming); $25,000 added to the Building Department demolition line to cover recent demolition needs; and $50,000 added to the Clerk of Courts for postage related to increased income tax cases. Council members asked that the HR director provide greater detail about how the $40,000 would be spent; the director agreed to either circulate an email explanation or appear at a future meeting to present the plan. The committee moved and approved the appropriation changes by voice vote.
