Council approves rezoning of 131 William Street to light-industrial

Elyria City Council voted Sept. 2 to rezone property at 131 William Street to a light-industrial district, approving an amendment to the city's zoning code on a first reading under suspension of rules. The measure amends section 11.31.02 of the Elyria Codified Ordinances.

At a public hearing, resident Tiffany Reedy of 113 William Street told council the property has improved since the current owner began using it and said the neighborhood supports the rezoning. “Since he's been there, the place has started to look so much better. There's paint on it, there's a light that's working that hasn't worked since it was closed in November 2019,” Reedy said. She said neighbors she spoke with — eight of 11 households on the block — were generally supportive.

City Engineer/legislative sponsor moved to pass the ordinance in its first reading under suspension of rules; Councilmember Mitchell seconded. The suspension and passage votes were called and the motion carried; the clerk recorded the ordinance as Ordinance 2025-127.

The rezoning changes mapping and allowed uses for the parcel by amending the cited zoning code section; council did not set development conditions or approve specific building permits during the hearing. The petition and the ordinance text will guide future permit reviews and any administrative inspections or conditions tied to light-industrial use.
