Developer seeks OHFA funding for 122‑unit Black River Landing on West River Road North

Hilltide Partners proposed Black River Landing on Sept. 8 — a 122‑unit, new‑construction affordable housing community planned for a 6.8‑acre vacant parcel on West River Road North near Griswold Road. The Community Development Committee voted to report no objection to the Ohio Housing Finance Agency application, as required by state public‑notification procedures. Taylor Cook of Hilltide Partners described a mix of 12 one‑bedroom, 74 two‑bedroom and 36 three‑bedroom units that would be restricted to households at or below 60 percent of area median income. The developer presented preliminary rent projections to illustrate affordability and said the project is roughly a $40 million investment; Cook emphasized the site’s alignment with the city’s comprehensive plan and the active‑transit plan. Cook said the OHFA tax‑credit application was submitted in August and that awards are expected in late October; he said a successful award would lead to architectural and design work and a later construction start. Committee members asked about parking, site plans and traffic access; Cook said preliminary site layouts could be shared but that detailed architectural plans are typically developed only after funding is secured. Council members noted traffic concerns given recent and proposed development across West River Road and asked city engineering to monitor infrastructure capacity. The committee approved a motion moved by Mrs. Mitchell and seconded by Mr. Oswald to report no objection to the OHFA application; Finance likewise approved no objection during the joint session.
