Council committee OKs final plat for Harvest Meadows Phase 4; easement extension also approved

The Community Development Committee on Sept. 8 recommended approval of the final plat for Harvest Meadows Phase 4, a 44‑lot single‑family addition to the existing Harvest Meadows subdivision, and approved a sanitary‑sewer easement for 652 Cedarwood Trail to extend infrastructure for the development. Asmil Jalic, representing K. Hovnanian Homes, told the committee the plat continues an existing project whose earlier phases are built and selling. He said Cedarwood Trail will stub to the property line to allow future connectivity to adjacent parcels, and that Pleasant Run will connect to the previous phase. Engineer Schneider explained the Planning Commission’s condition requiring an easement to be extended to ensure future continuity if adjacent property (the United Polish Club parcel) develops. City staff told the committee they had not yet seen the final, revised plans; the law director recommended legislation be held pending engineering verification that the easement extension is shown on the final plans. Committee members moved and approved the recommendation, with the stipulation that engineering verify the updated plans before final plat signatures. Separately, the committee approved legislation to grant a sanitary easement for Harvest Meadows after the Planning Commission’s Aug. 12 approval with no conditions. K. Hovnanian’s representative said the easement is for the sanitary sewer extension needed for the new lots. Motions to advance the final plat and easement matters were moved and seconded and carried by voice vote. Staff said if engineering completes its verification before the next meeting, legislation will proceed; otherwise, the legislation will be presented at a subsequent meeting.
